This action plan sets out a programme of measures designed specifically to dissuade children and young people from smoking. It builds upon and responds to the report, 'Towards a Future without Tobacco' (November 2006) from an Expert Group, which considered a wide range of evidence from national and international research. In January 2009, the Scottish Government consulted stakeholders, service users and the public on the best way to achieve smoke-free mental health services in Scotland. As clear consensus emerged, guidance was viewed as a solution which avoided legislative bureaucracy and could effect change quickly. This guidance offers a step-by-step approach to support the process of engagement with all concerned, including staff and patients who are most directly affected.

Reducing the prevalence of smoking among people in routine and manual groups, some minority ethnic groups and disadvantaged communities will help reduce health inequalities more than any other measure to improve the public's health. Although NHS Stop Smoking Services have helped large numbers of people to quit smoking, smoking cessation rates are still lower among people in routine and manual groups compared with those in higher socioeconomic groups. In particular, pregnant women in routine and manual groups and those aged 20 or under may need additional support to give up smoking.

The Tobacco Free Initiative announces the release of a WHO Study Group on Tobacco Product Regulation (TobReg) report on the scientific basis of tobacco product regulation. This report presents policy recommendations on the contents and design features of tobacco products, their relationship to dependence potential and consumer appeal; candy-flavoured tobacco products; biomarkers of tobacco exposure and resulting health effects; and, maximum limits for tobacco smoke toxicants. The Study Group hopes that these recommendations will be useful to WHO Member States, and national policymakers and regulators. The English printed version is now available, and the other UN language versions will be available soon.

This database contains data on smoking prevalence and various aspects of tobacco control policies in WHO European Member States. It provides standardized information to track and assess the tobacco-related situation within and across countries in the region. It also has a special section on the tobacco control legislation, including texts of national legislation. Information can be either viewed on a country-by-country basis or in consolidated cross country comparison tables or in graphical representation by clicking one of the adjacent tabs above. In addition, the database contains information on the WHO Framework Convention on Tobacco Control (FCTC) and its implementation in Europe, and a link to the European Union tobacco control policy website.
